SUBJECT: DD Form 254, Contract Security Classification Specification, Certification by Industrial Security Specialists

Per the listed references, DoD agencies are required to include the DD Form 254, Contract Security Classification Specification, in all classified contract packages. The form justifies the need for a contractor facility clearance and provides classification guidance and additional classified contract requirements to cleared Army contractors.
As part of the contract package, the form must be reviewed and certified, on behalf of the
U.S. government, by the Contracting Officer (KO) or Contracting Officer Representative (COR) for complete and accurate requirements. Block 17 of the DD Form 254, Certification and Signatures, is the signature block for this certification, In this scenario, the Industrial Security Specialist (ISS) will certify the validity of the security requirements in Block 13, Security Guidance.
When there is no KO or COR to certify in Block 17, the form instructions allow for an "authorized representative" who is knowledgeable of the contract requirements to certify on behalfofthe KO/COR for the U.S. government. The Army has determined ISSs may serve as the authorized representative so long as they fulfill all the following criteria:

GG-0080-12 level or occupational specialty with equivalent rank and experience.
On written orders by the Commander, or authorized designee, to serve as the Authorized Representative for the DA to certify DD Form 254s.
In a liaison and/or support role with the authority to coordinate, and be involved with, contract program representatives for the duration of the contract.
Completion of the following Center for Development ofSecurity Excellence courses: Basic Industrial Security for the Government Security Specialist (!SOSO.CU); Preparing the DD Form 254 (IS128.16); Supply Chain Risks and Counterintelligence Webinar, and optionally, DoD Security Specialist (GSl0l.01).
This memorandum is effective immediately and serves as interim guidance until the release ofthe updated Army Regulation 380-49. See the HQDA ODCS G-2 DD Form 254 Preparation Guide, August 2024 for detailed instructions on completion of the form.
